Technical Development Manager (Software Delivery)

JOB SUMMARY
The Technical Development Manager (TDM) is a hands-on engineering leader responsible for driving predictable, high-quality software delivery while developing and supporting a team of software engineers. This role blends people leadership, technical oversight, and delivery execution, serving as a critical link between strategy set by leadership and day-to-day engineering execution.
The TDM works in close partnership with Technical Leads, Product Management, QA, DevOps, and other stakeholders to ensure solutions are well-designed, scalable, and delivered efficiently. While the TDM is not expected to be a primary individual contributor, they must maintain strong technical depth and credibility to guide teams and make sound technical decisions.
PRIMARY ACCOUNTABILITIES
People Leadership & Team Management
- Lead, coach, and mentor software engineers and technical leads
- Set clear expectations, goals, and performance standards aligned with organizational objectives
- Conduct regular 1:1s, performance reviews, and career development planning
- Build psychologically safe, inclusive teams that encourage collaboration and innovation
- Support hiring, onboarding, and team scaling as needed
Technical Leadership & Oversight
- Provide technical guidance and oversight across assigned teams and initiatives
- Partner with Technical Leads on architecture, system design, and technical direction
- Review and influence design decisions to ensure scalability, maintainability, and security
- Ensure adherence to coding standards, best practices, and engineering discipline
- Balance feature delivery with technical debt management and platform stability
Delivery & Execution
- Own delivery outcomes for assigned teams, including scope, quality, and timelines
- Partner with Product Management to translate business requirements into executable technical plans
- Partner with Product Owners to drive Agile execution (Scrum, Kanban, or hybrid), ensuring predictable release outcomes
- Identify delivery risks early and proactively manage dependencies and blockers
- Continuously improve team processes to increase throughput, quality, and predictability
Security, Compliance & Risk Management (SOC 2)
- Ensure engineering practices align with SOC 2 Trust Services Criteria, including Security, Availability, and Confidentiality
- Partner with Security, Compliance, and DevOps teams to implement and maintain secure development practices
- Embed security controls into the SDLC (e.g., secure coding, code reviews, dependency management, access controls)
- Ensure timely remediation of security vulnerabilities and audit findings
- Support SOC 2 audits by providing evidence, documentation, and process adherence as required
- Promote a security-first mindset within engineering teams
Cross-Functional Collaboration
- Serve as a primary engineering point of contact for product and business stakeholders
- Collaborate closely with QA, DevOps, Security, and Support teams to ensure end-to-end delivery success
- Communicate technical concepts clearly to both technical and non-technical audiences
- Align cross-team initiatives and coordinate dependencies with other development teams

KNOWLEDGE, SKILLS AND ABILITIES
Required Qualifications
- Bachelor’s degree or equivalent in a relevant technical area
- 5+ years of professional software development experience
- 3+ years in an engineering leadership or management role
- Strong understanding of modern software development practices and architectures
- Experience leading Agile development teams and delivering production systems
- Proven ability to lead people while maintaining technical credibility
- Excellent communication, planning, and problem-solving skills
Preferred Qualifications
- Experience with AWS cloud platforms
- Familiarity with CI/CD pipelines, DevOps practices, and observability tools
- Experience supporting SOC 2 audits or similar compliance efforts
- Exposure to AI/ML concepts or AI-enabled development, such as:
- Using AI tools to improve developer productivity (e.g., code assistants, test generation)
- Integrating AI/LLM-powered features or services into applications
- Understanding AI-related risks, governance, and security considerations
- Experience working in product-driven or platform-oriented engineering teams
- Background in system modernization or large-scale refactoring efforts
- Experience working with distributed or hybrid teams
WORK ENVIRONMENT
Work location is remote. Minimal travel. Must be physically able to perform the essential functions of the job.

Reflected below is the base salary range offered for this position. Actual salaries may vary depending on factors including but not limited to academic achievements, skills and experience. The range listed is just one component of the compensation package offered to candidates.
- Starting annual base salary $115,700 - $192,900
